Dhruv, Abhi and Arjun have been working on Government tender proposals for twenty years. Long before online submission existed. Before GeM was a portal at all — when it was still the Directorate General of Supplies and Disposals.

Proposals were printed. CDs were burned. Hard copies were packaged into separate envelopes and dropped into a tender box. Finding the tenders was its own job: forty-odd portals checked individually, every single day, read and sifted for the few worth bidding on.

That is one half of the story. The other half is the side of the table most bidders never see.

As Government consultants, they worked directly with IAS officers across states, at every level — Additional Chief Secretaries, Principal Secretaries, Secretaries and other second-line leadership. They helped write the policy that reached India’s businesses and citizens.

This is where they sharpened their Government tender skills. Evaluation is razor sharp and narrow. There is no fluff in it, and there is no magic. It is straightforward: either a bid qualifies, or it does not.

Seeing this from both sides, they found that the two problems were obvious. Tender discovery has never been simple for a business in India. Proposal writing was never going to be easy for one either.

So ClearBid was built.
