Six things we know about selling to Government

Evaluation is a checklist, not a judgement.
No one at the other end is deciding whether your business is good. They are checking whether your documents meet a list of stated criteria. That is a smaller, more solvable problem than most bidders assume.
A good business still needs a good bid.
Capability gets you shortlisted; the paperwork gets you through the gate. Both have to be right. Anyone who tells you the documents don’t matter has never sat on the evaluation side.
If you can’t tell whether you qualify in ten minutes, the tender document has failed you.
Not you. A hundred pages of annexures is a drafting choice, not a test of your intelligence. Someone should be reading it for you.
Most businesses lose before they start.
Not at evaluation — at discovery. The tender closed before they found it, or they spent three weeks on one they were never eligible for. Time is lost long before a bid is submitted.
Nobody publishes how this actually works.
There is no manual for qualifying on GeM. The knowledge sits with people who have done it repeatedly, and it usually stays there. We think it should be available to the businesses doing the selling.
Government is the largest buyer in India, and the hardest one to reach.
That gap is the whole opportunity. Businesses that can supply are sitting out a market they are qualified for, because the process defeats them first.

Our story

We learned this from the scoring side

For twenty years, Dhruv, Abhi and Arjun have worked on Government tenders. They started when GeM was still DGS&D — proposals printed and posted, forty portals checked by hand every morning.

Then they went to work for Government. As consultants to state administrations they helped write the policy that decides how departments buy, and they sat in the rooms where bids get scored.

That is where the views above were formed. Not from theory — from a million pages of tender documents and four hundred submitted bids.

So ClearBid was built. Twenty years of knowing how Government buys, put to work for the businesses doing the selling.
